The Hanfparade (Hemp Parade) is the most traditional demonstration for the legalisation of Cannabis in Germany. Since 1997 it has been held annually in Berlin. The next Hanfparade is scheduled for 6th August 2011 and registered with the motto "40 Jahre sind genug - BtMG ade!" (40 Years are enough - Bye Bye BtMG!*).

The appearance of Germany's largest event for the legalisation of Cannabis as a raw material, medicine and natural stimulant has been constantly changing over the last 14 years. The Hanfparade is a mirror of the German legalisation movement and the status quo of public discussion on the topic - If Cannabis is present in the media, the parade also becomes more popular. When the political and media attention is focused on other issues, the Berlin organisation team has an uphill struggle to inspire the masses for the demonstration.

In the coming months the debate on Cannabis - thanks to the upcoming "legalisation" in California and the growing awareness of hemp as "newly discovered", ancient medicine - is expected to reach an intensity that may remind many of the 90s hemp hype.

The 15th Hanfparade is already gathering more interest than during the past five years, partly due to this year's successful parade - which carried the motto "Cannabis is (world) culture" - also partly to the growing confidence of the scene in the organisation team and the fact that next year's Parade has already been registered late this August.

Objectives of the Hanfparade 2011

Promote hemp as a crop
The use of hemp as a resource is impaired by the stigma of being a "drug plant". The Hanfparade wants to confront this image by showing participants and onlookers the diversity of legal hemp products from clothing to food.
Enable Cannabis as medicine
Over thousands of years Cannabis was the most widely used medical herb. The "war on drugs" put an end to that almost overnight. The Hanfparade supports patients in their efforts to get easier access to hemp as natural medicine.
Legalise natural stimulants
Science has long established the fact that Cannabis poses a much lower risk to consumers than the legal drugs alcohol and nicotine. Nevertheless, politics adheres to the ban on Cannabis in the Narcotics Act (BtMG). The Hanfparade wants to change that!

Target groups of the Hanfparade 2011

Participants and visitors
The main addressees of the Hanfparade are those who recognise the injustice of Cannabis prohibition, particularly the 4 million consumers in Germany. As many people as possible, who are (in)directly affected are to be motivated to participate - regardless of whether they have already marked the date in their calendar or come across the demonstration randomly during their Berlin visit.
Media and the Public
The power centres in Germany are not the headquarters of the parties, but the major publishing houses and media companies. The Hanfparade is therefor very interested in working closely with media professionals to generate positive news on Cannabis. The perception of the hemp scene by the public provides a guideline to the successful work of the organisation team.
Sponsors and Supporters
Political work costs money. Especially major events need to ensure that sponsors and supporters benefit from their commitment. The organisation team intensively cares for the needs of the financiers of the Hanfparade, because it's known that the success of the event depends directly on its financial possibilities!

Organisation and Structure

The Hanfparade is organised by JaKiS e.V. a registered society founded in November 2009. The Society serves primarily as a legal entity. All its board members are part of the organisation team.

The organisation team is a loose assembly of currently about 15 volunteers. Public meetings take place once a week (on Tuesdays 7pm in the Hanf Museum Berlin) to coordinate the activities of the various work groups.

For some tasks some members of the orga-team are working together with third parties outside the Hanfparade to take advantage of their special knowledge or skills.

On the day of the event the parade will be supported by up to 100 workers and demo stewards.

Event Agenda and Agenda Structure

The Hanfparade is a demonstration which will culminate with a large closing rally.

Demonstration Start The one hour opening session will offer political speeches and music as a way to get the participants in tune with the demonstration. This time will also provide leeway for up-to-date organisation advice and help latecomers. -
Hanfparade Float The official truck organised by the Hanfparade will lead the protest and be a mobile stage for the opening and regular speeches. It will provide an ever more popular photo opportunity and offer a very prominent area for slogans and sponsor logos. 1.000
Other Floats Politically decorated trucks, mobile sound and group activities are an important cultural part of the Hanfparade demonstration. These vehicles will be independently organised, financed and be the responsibility of the respective organisations, parties, businesses and individuals. The Hanfparade offers potential float/vehicle operators its support and can help with referral to necessary hardware or help make initial contact with speakers and artists. -
Intermediate Stops During the Hanfparade demonstration it is planned to have various rally points of 10-15 minutes at meaningful landmarks. These places will be Hackescher Markt, Federal Ministry of Health and the Russian Embassy. Selected speakers and their topics will reflect three themes of "Hemp as a raw material, medicine and as a natural stimulant". -
Stage and Stage Program A six hour mix of live music and political speeches are, to a large extent, the most audible and visible central element of a successful finale for the rally and demonstration. First, it provides sufficient technical coverage and time for comprehensive information to be passed on about the diversity of the Cannabis scene, their political concerns and the possibilities of the hemp plant. The stage program is also a means in which to motivate, amongst others, those not from Berlin and entice them to join in with the demonstration. Its importance is therefore reflected in the required budget. The stage and its program account for about one third of the cost of the Hanfparade. 9.000
Hemp Market of Opportunities In recent years a huge range of hemp products relating to Cannabis use and varying from cultivation merchandise to stoner culture and many other hemp produce have been developed. This diversity is to be shown on the Hanfparade to show the opportunities of the market. During the end rally, organisations, Head-Grow shops, manufacturers and retailers close to the hemp scene will be given the opportunity to present themselves and their products in an open-air hemp fair. The parade visitors can not only stock up with papers but also nutrients and hemp clothing or produce from the various stalls on the hemp fair. The costs that are incurred for the provision of market stalls, power supply and mobile toilets are bound in comparison to revenue from sales of the limited retail space at the hemp fair. 5.000
Industrial Hemp Area This particular area at the final rally is dedicated exclusively to the crop hemp and its various legal uses as building materials through to hemp paper. The industrial hemp area is only made possible through close cooperation with the Hemp Museum in Berlin. The calculated finances are intended to enable the museum to present themselves, including the work of the German hemp farmers and its industrial processes. 2.000
Medical Cannabis Centre In recent years close friendly relationships have grown between organised Cannabis patients, their doctors and the Hanfparade. A part of the final rally will be reserved to present this relationship and inform the public about the medicinal use of Cannabis. The Medical Cannabis Centre is to provide visitors the opportunity to meet patients and doctors thus to learn about medical Cannabis. The proposed budget will help in enabling many patients and/or their representatives to participate in the demonstration, while taking into account their special needs. 2.000
Kinderland This part of the final rally is aimed at the smallest parade visitors. In the children's recreation area they can have fun, under the supervision of their parents, painting and practice their handicraft skills (with hemp). It offers parents and children the opportunity to relax away from the hustle and bustle of the main demonstration area. 500
Speakers' Corner Everyone who has an opinion about Cannabis and who would like to bring their views across will not have the opportunity to do so during the official demonstration program. Therefore, at the final rally of the Hanfparade and for those who wish to follow the example of the London Speakers' Corner, there will be a place with an open microphone available for the comments of all those willing demo participants. 400

Advertisement and Promotion of the Hanfparade 2011

Promotion Resources Description Costs*

Flyers Post card sized leaflets are the classic promotional material for events such as the Hanfparade. The printing of 100,000 copies (A6) cost about 500 Euro. Delivery costs and a modest fee for the designer also need to be added to this price. 2.000
Posters Large format posters are a cost-effective method of creating a presence in public areas for the Hanfparade. 2,000 copies (A2) cost approximately 200 Euro. There are also delivery costs. The posters will be printed free of charge by media partners of Hanfparade. 1.200
Billboard In the last week before the Hanfparade, a large poster (3.5 x 2.25 meters) at the much visited Alexanderplatz (demonstration starting point), will be on show indicating the forthcoming Hanfparade event. Costs arise for the rental of advertising space and the printing of the placard. 1.000
Stickers Stickers have adhesion! Not only because they have a long presence where they are stuck but also because they stay in the memory of the beholder. 10,000 copies (A7) cost about 200 Euro. There are also delivery costs. 300
Live Promotion In many cases it makes sense to send representatives of the Hanfparade to fairs, festivals, demonstrations and other cultural events to promote the Hanfparade demonstration through the distribution of promotional articles and in conversation. 500
T-Shirts Many DJs, musicians and celebrities identify themselves, "secretly" with the objectives of the Hanfparade. A publicly worn T-shirt offers them the opportunity to advertise the event without much effort. As well as the manufacturing price of about 15 Euro per hemp shirt with print there are costs for shipping and a modest fee for the designer. 700
Radio Jingle Podcasts and web radio stations have almost completely replaced the classic radio for the younger generation. The Hanfparade wants to use this to its advantage and requires thematic audio jingles to spread throughout the net. 150
Video Clips In this age of smart phones and video portals short films will be an increasingly important part of the Hanfparade marketing. Small commercial clips will be distributed through friendly partnerships with video magazines and can be embedded on web pages. Videos are also a good way to make the commitment of the sponsors visible. 150
Web Banner The Hanfparade will create internet friendly advertising graphic banners, that can be integrated by third parties and their web sites, as free advertising for the demonstration. -
Press Releases Press releases are often used as a basis for articles about the parade, in particular shortly before the event, to create an interest outside of the scene. Furthermore, the organising team will produce and provide media partners with articles on the status of planning and participation options. -
Social Networking Facebook & Co create and support a direct and fast communication with event participants and other interested parties. In many ways the involvement in social networks pay dividends often thanks to their snowball effect. -
Music Widget Hanfparade collects legalisation songs on its website that are supplied and available for free distribution. Some of which are even produced specially for the event. The music widget can be embedded on other websites. -
News The news section of the Hanfparade website provides information on the progress of the preparations, the participation of representatives of Hanfparade in other events and developments in Hemp politics. The news will be taken from other websites and can also be shared through subscription. -
Competitions If there is something to be won then people are more willing to be active and take part. The comparatively small budget for the competition will be used to finance and expose the competition to the public and also taking into account delivery costs. Regarding the prize, the Hanfparade is hoping for assistance and support from the Hanfparade sponsors. 100

Revenue and Financing of the 2011 Hanfparade

Sponsoring

The Hanfparade is impossible to accomplish without the financial commitment of the companies in the hemp industry. Reserves from 2009/2010 are adequate to maintain the organisation structure, herein the operation of the website, telephone, etc. Event costs largely exceed the capacity of JaKiS eV.

If the Hanfparade 2011 is to take place as planned it requires a range of significant sponsors. The sponsors have the right in their distinctive fields to use promotional material at their disposal during the Hanfparade (Sponsor Benefits).

Revenue from the Hemp Market

Beverages The right to supplying the participants with food and drinks will be out sourced because the organisational overhead of such catering stands can not be met with the limited amount of Hanfparade staff.

Organisations Organisations, associations and campaigners are charged a nominal fee of 50 Euro at registration for the information stand which they will receive back after the Hanfparade, if they have actually participated in running the stand. Sales Stand Possible diversity of sales stands at the Hanfparade is limited by the "Assembly Act" to scene related products. This basically covers everything that is sold in normal head and grow shops. 40 100
Hemp Products The Hanfparade will promote the spread and propagation of the agricultural crop Cannabis. Retailers and manufacturers whose products are predominantly made of hemp (clothing, food, cosmetics, building materials etc.) will therefore receive a discounted stand space. 20 75

Donations

Revenue through fund raising and gratefully received contributions of individuals can not be reliably estimated in advance. According to the experience of recent years, the Hanfparade carefully calculates donations to the sum of 1.000 Euro.

Donations in kind accepted for the Hanfparade will only be in the context of prizes for competitions or provisions for promotion services and related hardware needed for the event structure. Such donations will only be added to the calculations once they have been provided.

The names of donors will be published on the Hanfparade website at the request of the donors.

Merchandising and Fan Articles

The sale of merchandise and other revenue generating and promotional products is not possible by the Hanfparade due to the lack of sales structure and storage capacity. A collaboration with companies e.g. creation and sale of Hanfparade shirts is in principle feasible and desirable. However, this requires prior consent!
